http://www.nowadeba.pl Mayor - Wieslaw Ordon Vice mayor - Zygmunt Zoladz Nowa Deba commune is located in the south part of the Tarnobrzeg county. Over a half of its area is grown by forests in majority owned by the State Treasury and managed by the Forest Inspectorate Buda Stalowska.
History in brief Nowa Deba commune originated in the 12th c. It was then that a royal village called Chmiellow arose on the edge of the Sandomierska Wood. Hamlets established on its outskirts grew to become villages: Cygany and Jadachy. In the 16th and 17th c. the family of Tarnowski with the crest of Leliwa created a vast Dzikowskie domain within the Wood encompassing also the village called Deba with hamlet Poreby Deeskie (beginning of the 17th c.) and later also Tarnowska Wola, Alfredowka and Rozalin (18th c). The local economy based on forest. Local inhabitants fell timber, produced of charcoal, huntied and were wild-bee keepers. They created a unique type of culture referred to as "lasowiacka" (of forests): "The forest, our father, and we are his children and we come to him ". Characteristics of that culture were a simple form and using wood, linen or other natural substance as an artistic material. However, the life was rather difficult because of poor soils and therefore many people emigrated to Prussia, Austria and even to America to earn their daily bread. The situation greatly changed at the time between two world wars. First, in 1927, a military training ground was founded and then slowly expanded in Deba. Then, within the framework of the Central Military District, the Ammunition Works no. 3 was located in Deba. Works on its construction commenced in 1937 and it started operating already in July 1939. Blocks of flats, detached and semi-detached housed were built to accommodate newcomers from all over Poland. The development of housing was accompanied by construction of a school, a hospital, a canteen and a swimming pool. Lieutenant Colonel Jan Szypowski was the first manager of the factory. On the out break of World War Two the factory was taken over by the Nazis. The nearby training ground was used by own Paulus' soldiers in their preparations to attack the Soviet Union. Despite the presence of Nazi troops partisan units of AK and BCh operated on the land. After the war the factory was rebuilt and soon started rapidly developing. The Metal Works "Dezamet" became the Polish leader in production of irons, motorcycle and motor engines, engines for boats. The estate grew together with the factory and acquired another primary school and a secondary school. Another large works was established, namely the Cooperative of the Disabled "Zjednoczenie ". On 31 December 1961 the estate Deba received civic rights and was given the name Nowa Deba. The town gained not only new communal buildings but also a new cooperative's estate. Present day
Nowa Deba commune offers a very good technical infrastructure. Towards the end of 1996 a modern sewage treatment plant with the capacity of 3500 cubic m per 24 h started functioning and processing sewage drained from the town of Nowa Deba and Tarnowska Wola. Telephones are freely available with two operators. The whole commune area is provided with natural gas and the water supply system. The low-voltage power system has been modernised. Commune authorities take care of the precious natural environment. The action of introducing individual rubbish containers in particular villages is followed by popularisation of waste sorting habits. The sewage treatment plant processes sewage sludge to obtain a fertilising preparation used for agricultural purposes on, e.g. planlations ol the so-called "energy " willow to be used soon as fuel in the municipal boiler house. Construction of a boiler house using renewable fuels is at present the greatest challenge for the commune. It will be a modern object burning timber cuttings and providing communal objects in the town with cheap and emironmentally clean heat. The boiler house under construction in Nowa Deba is the first object of this type in the south of Poland. The used technologies allowed the commune to acquire nearly 50% of the investment worth in the form of subsidies (the total worth of the task at 19 million PLN) and cheap loans from enviroment protection funds. The commune has got 6 primary and 3 lower secondary schools. The Self-Government's Culture Centre plays an important role in the domain of culture, initiating many events in the commune, e.g. festivals of music, fine arts, theatrical performances. A brass orchestra with over 50 years long traditions functions at the Centre. The public library with branches in all village administrative units functions within the Centre's framework. Amateur movement is also important for the cummune. Anf thus traditions of "lasowiacka" culture are cherished by the Singers' group "Cyganianki" and the Circle of Country Housewives of Rozalin. The Knighthood with its group of Old Dance "Gratia Juvenis" enjoys a growing popularity not only in the commune but also in other parts of Poland. Nowa Deba takes pride of its achievemnuts also in sports, e.g. the 10th place of Grzegorz Sudol of Nowa Deba at the 50km walking world championships and the champion title at the 300m indoor event won by Lukasz Rebisz. These successes are results of the work by MKS "Stal” Nowa Deba with title – winning athletic section, successful badminton players and sections of soccer and volleyball. Four soccer clubs function at other commune centres. The Rydzik family is greatly successful in American darts, among others they hold the individual European champion title.
Tourist advantages Nowa Deba commune is located within the former Sandomierska Wood and therefore its landscape is dominated by forests (over a half of 142 km2 of the total commune area). Dry-ground forests with old specimens of common oaks and ash trees occur in the commune though pine forests prevail. The most interesting as far as their natural and sightseeing qualities are grounds of ponds in Buda Stalowska. They are proposed to be included into the European Union project Natura 2000 - a program of protecting natural refuges of international importance. The area is proposed the project because of the occurrence of the purple heron. Besides the heron other 180 fowl species living on the ponds (over 700 ha) and their protecting zone of forests (100 ha) include such rare birds as: the while-tailed eagle, the great white egret, the common heron, the black stork and the grebe. The vegetation is another scenic advantage of the region. In the surroundings of the ponds there is the south-easternmost habitat of the twin-flower. In Buda a hunting palace has been preserved. Before World War Two the palace was a properly of the Tarnowskis and was kept in the style of a wooden holiday chalet. The area, as well as all forest grounds within the commune, is ideal for cycling tourism purposes and for tourists - amateurs of photography. It is also an ocasion to visit such listed objects as a parish church complex in Chmielow (1920s), a parish church complex in Tarnowska Wola (1920s), "Belweder" manor and residue of a manor park in Chmielow.
Worth investing in Since September 1997 within the commune of Nowa Deba has functioned the Tarnobrzeg Enterprise Zone "Euro-Park Wislosan" - subzones of Nowa Deba and Tarnobrzeg (Chmielow district) managed by the Agency of Industry Development SA. The fact that already a few firms have been established within the zone and the already existing ones have been developing shows the success of this enterprise. The newly-established companies include Bester Medical System, Marma-Plast, Wafro-Met or the leading investment - the Pharmaceutical Works Sanfarm. The investor - Polfa of Warsaw invests 120 million PLN in the factory. The firms the zone have added diversity to the industrial monoculture existing so far in the area, thus giving the region an opportunity of greater stabilisation in case of any slump in the market. The unemployment stopped growing and even slightly decreased as a result of creating new workplaces, despite the fact that they require specialisation. The zone is located on premises of the Metal Works ''Dezamet'' SA. The grounds are situated nearly forest complexes (clean emironnient), are in majority provided with fittings and lie in the vicinity of the infrastructure used for media transmission. They are accessible along hard-surface roads.
